I dont think its that at all.
Its a huge company...and dealing w/ Yahoo! they investigate EVERYTHING. I know even more now personally because of an issue that occured with me at work in regards to my ID in relations with Yahoo! and some other Yahoo! employees. Those faukers.
But it got all straightened out.
The woman needs to be going and sueing not only Yahoo! but her husband too. But If Yahoo! has done there part in shutting her ID down not much more that can be done. Its the internet for goodness sake (propagation, etc...blah blah blah). If he still has copies of the pictures he can easily create more and other profiles...so theoretically if that ID gets shut down there may be another one out there with her pictures on it.
